When Climate Finance Meets Policy Reform: Evidence from AIIB’s Climate Policy-Based Portfolio

10:00 – 11:00(Istanbul, UTC+3)

Meeting the Paris Agreement depends less on financing individual projects than on building the policies, institutions, and markets that let public and private climate investment be sustained at scale. This submission presents evidence from an independent evaluation—by a function reporting directly to the Board—of the Asian Infrastructure Investment Bank's Climate-focused Policy-based Financing (CPBF), a sovereign-backed budget-support instrument introduced in June 2024 to finance policy and institutional reform rather than physical assets.
The evaluation covers the instrument from inception to May 2026: seven operations totaling USD 3.25 billion approved across Bangladesh, Brazil, Egypt, Kazakhstan, and Uzbekistan, with 17 further operations in the pipeline. Six are cofinanced with the Asian Development Bank or the World Bank; Brazil is AIIB's first standalone CPBF.
The evaluation traces three channels from reform to result: whether reforms shift the risk-return calculus enough to mobilize private capital; whether they convert into a downstream pipeline of bankable clean energy and green infrastructure investment; and whether they move members toward a clean economy beyond the power sector, through carbon pricing, green procurement, subsidy and state-owned enterprise reform. It tests whether prior actions—the reform steps a government completes before disbursement—are substantive and additional rather than relabeled measures.
As a formative evaluation of an early-stage instrument, it assesses reform quality and emerging enabling conditions rather than attributing emissions outcomes. Its findings speak to the agenda on mobilizing climate finance at scale, where policy-based instruments are increasingly relied on to unlock private capital that project lending alone cannot reach.
